Since 24.04 results in many (unpredictable) failures (see experiments [here](#1040)), we revert to 22.04 until we can practically use 24.04.

…roperly initialized yet when an inner class instance (`Update`) was created. The inner class instance would use an uninitialized field of the outer class instance, resulting in an NPE.

After changing Ubuntu machine images in #1034 and #1037, we are facing flaky UI tests. This PR attempts to fix this.
